-Requires contractors for privatization of certain Department of Health and Hospitals mental health facilities and services be selected through a request for proposal and that requests for proposals include various evaluation factors (Sec. 2). -Requires that the House Committee on Health and Welfare and the Senate Committee on Health and Welfare approve such contracts (Sec. 3). -Requires that the Department of Health and Hospitals make annual reports to the House and Senate Committees on Health and Welfare on the performance and costs of the private contractors (Sec. 4).
