-Authorizes congress to direct the Environmental Protection Agency to investigate the governor of Louisiana's refusal to timely declare a state of emergency in response to the Deepwater Horizon oil spill.
-Specifies that it is necessary to declare a state of emergency due to the impact the Deepwater Horizon oil spill is predicted to have on the Louisiana coast and the livelihood of coastal residents.
