-Requires the favorable vote of a majority of the membership of the school board to elect a superintendent (Sec. 1). -Specifies that the vote of a majority of the board membership be required to decide whether or not to offer the superintendent a new contract (Sec. 1). -Provides that a local superintendent may be removed from office before his or her contract expires for cause, rather than for being found incompetent, inefficient, or unworthy (Sec. 1). -Requires 2/3 of the board membership to remove a superintendent prior to the expiration of his or her contract (Sec. 1). -Establishes that the superintendent has primary responsibility for personnel actions in the district, but requires the superintendent to submit recommendations to the board concerning the hiring or teachers and other personnel, which are subject to approval (Sec. 1).
