Title: Illegal Dog Restraining
Vote to pass a bill that creates the crime of illegally restraining a dog.
- -Accepted veterinary practices;
-Scientific or medical research;
-A dog restrained to a running line, pulley, or trolley system so long as it is a proper collar;
-When it is for a time period of less than three hours; or
-When a dog being restrained and walked with a hand-held leash regardless of the type of collar being used.
NOTE: THIS LEGISLATION NEEDED A TWO-THIRDS MAJORITY VOTE TO PASS
