Title: Illegal Dog Restraining

Vote to pass a bill that creates the crime of illegally restraining a dog.

Highlights:

-Establishes that it is unlawful for an owner to leave a dog outside and unattended by use of a tether, fasten, chain, tie, or restraint that causes injury to the dog, is less than 12 feet in length, is in an unsafe condition, or uses a collar that is pinch-type, prong-type, or choke-type or is not properly fitted to the dog (Sec. 1). -Establishes that this act does not apply to, among other things Sec. 1):

    -Accepted veterinary practices; -Scientific or medical research; -A dog restrained to a running line, pulley, or trolley system so long as it is a proper collar; -When it is for a time period of less than three hours; or -When a dog being restrained and walked with a hand-held leash regardless of the type of collar being used.
-Specifies that whoever violates this act shall not be fined more than $300 (Sec. 1).
