-Establishes the "Kansas agricultural opportunity act," which will provide a framework for encouraging economic opportunity in rural Kansas through the expansion of horse and greyhound ownership, breeding, and investment (Sec. 1). -Requires the official breed registering agencies for horses and greyhounds to make recommendations to the Kansas racing and gaming commission for the implementation of programs that will maximize the benefit of economic development in rural Kansas (Sec. 3). -Requires the lottery commission to approve management contracts with prospective gaming facility managers and must take into consideration the following factors (Sec. 4):

-the size of the proposed facility; -the area in which the facility is to be located; -whether or not it is a likely tourist destination; and -the type of games to be operated at the facility.

-Requires an investment in infrastructure, including lottery gaming facility operations of at least $225 million in the northeast and south central gaming zones, $100 million in the southeast gaming zone, and $50 million in the southwest gaming zone (Sec. 4). -Requires lottery gaming facility managers to pay the state treasury $25 million in the northeast and south central gaming zones, $11 million in the southeast gaming zone, and $5.5 million in the southwest gaming zone for the privilege of being selected as a manager (Sec. 4). -Requires that the lottery commission adopt standards for the regulation of gaming facilities that meet or exceed industry standards (Sec. 4). -Requires that the lottery commission approve only those managers with sufficient financial resources and at least 3 years of experience in the management of gaming facilities (Sec. 4). -Establishes that management contracts have a maximum duration of 15 years before being subject to renewal by the state and the lottery gaming facility manager (Sec. 4). -Requires that the state receive at least 22 percent of lottery gaming facility revenues (Sec. 4). -Requires 2 percent of gaming facility revenues to be paid to the problem gambling and addictions grant fund (Sec. 4). -Requires Indian tribe gaming facility managers to agree to waive their sovereign immunity so as to comply with the Kansas expanded lottery act and any provisions of the gaming facility management contract (Sec. 4). -Requires that if the facility is not located in a city, 2 percent of gaming income is to be given to the county in which the facility is located and 1 percent of income given to the other county located within the same gaming zone (Sec. 4). -Requires that if the facility is located in a city, 1 percent of gaming income is to be given to the county in which the facility is located, 1 percent given to the city in which the facility is located, and 1 percent given to the other county located in the same gaming zone (Sec. 4). -Prohibits the state from entering into management contracts for more than 1 gaming facility in each gaming zone prior to the year 2032 (Sec. 4). -Prohibits a gaming facility from operating less than 600 or more than 1200 electronic gaming machines with the total number of machines in the state not exceeding 2,800 (Sec. 6). -Requires the gaming facility manager to pay for costs relating to the oversight and regulation of his or her gaming facility (Sec. 4). -This is a substitute bill sponsored by the House Committee on Federal and State Affairs.
