Title: Amending Seat Belt Laws

Vote Smart's Synopsis:

Vote to repass a bill after having adopted a conference report that amends the guidelines and fees associated with a passenger's requirement to wear a seatbelt.

Highlights:
-Requires that any passenger over the age of 14 inside of a car wear a seatbelt while the car is in motion (Sec 1). -Establishes that a person can be excused from wearing a seatbelt for the following reasons (Sec.1):
    -if they have a physician's note explaining they cannot wear it for medical reasons; -if they are a mail or newspaper carrier on a delivery route; and -if they are using a safety restraining system under the child passenger safety act.
-Requires the secretary of transportation create an educational program to encourage people to wear seatbelts while driving (Sec. 1). -Requires the secretary of transportation to report the results of seatbelt regulations in the annual evaluation of highway safety (Sec. 1). -Establishes that if a back seat occupant is not wearing a seatbelt, an officer can only stop the vehicle if another law is violated (Sec. 1). -Specifies that anyone in violation of the law before June 30, 2010 will receive a warning citation; a violation between June 30, 2011 and July 1, 2011 will be a $5 fine and a violation thereafter will be a $10 fine (Sec. 2). -Specifies that any person between the ages of 14 and 18 not wearing a seatbelt while in a moving vehicle must pay a $60 fee on top of court costs (Sec. 2).
