Vote Smart's Synopsis:

Vote to pass a bill that authorizes the Department of Health Services to establish and operate, no sooner than March 1, 2010, a health plan providing coverage of limited primary and preventive health care benefits to individuals who are on the waiting list for the Assistance for Childless Adults Demonstration Project.

Highlights:
-Requires the plan to be funded through premiums paid by individuals with coverage under the plan, due each month prior to the month of coverage (Sec. 4). -Authorizes the Department of Health Services to set a deductible for inpatient and nonemergency outpatient hospital services, provided that it does not exceed $7,500 for any year (Sec. 4).
