Vote to pass a bill that authorizes a systematic tax reform study of Georgia's revenue.
-Establishes the 2010 Special Council on Tax Reform and Fairness for Georgians with the intent to conduct a thorough study of the state's current revenue structure and issue a report of its findings and recommendations for legislation to the Speaker of the House and the Lieutenant Governor, no later than January 10, 2011 (Sec. 1). -Establishes the Special Joint Committee on Georgia Revenue Structure during the 2011 legislative session for the purpose of introducing 1 or more bills or resolutions in the House of Representatives gleaned from council recommendations where such legislation, after its introduction, is referred directly and only to the special joint committee (Sec. 1). -Requires bills or resolutions recommended by the special joint committee upon passage by committee substitute to be ordered for consideration only by the House of Representatives at any established time by the Speaker of House; and if 1 or more bills or resolutions are passed by the House of Representatives, the measure or measures are ordered for consideration only by the Senate at any established time by the President of the Senate (Sec. 1). -Specifies that the 2010 Special Council on Tax Reform on Fairness for Georgians will consist of 11 members, as follows (Sec. 1):
