Title: Redistricting Process Modifications

Vote to pass a joint resolution that submits a constitutional amendment to the voters that would amend the redistricting process.

Highlights:

-Requires on the second Tuesday in February in the year immediately following the federal census, the President of the Senate, Minority Leader of the Senate, Speaker of the House, and the Minority Leader of the House are to appoint 2 members to the Temporary Redistricting Advisory Committee (Sec. 3). -Requires on or before the second Tuesday in March of that same year, the majority of members appointed are to elect an additional member to the Temporary Redistricting Advisory Committee to serve as chair (Sec. 3). -Prohibits any person from serving on the commission if at the time of appointment, during service or in the past 4 years they have been a registered lobbyist in Illinois, an employee of Illinois, an elected official of any elected body of: the federal government, a school district, the State, a unit of local government, political party or an immediate family member of any of the previously listed (Sec. 3). -Requires the commission to establish districts according to a mapping process using the following conditions (Sec. 3):

    -Districts shall comply with all federal laws and will not be drawn with the intent to in any way deny the equal opportunity of racial or language minorities to participate in the political process; -Districts shall be contiguous; -Districts shall be substantially in equal in process; -Districts shall follow visible geographic features and municipal boundaries; and -Districts shall not purposefully favor or discriminate a political party or group.
-Requires the Commission to release the proposed plans for redistricting to the public with at least 3 public hearings and submit a report to either the General Assembly or the Senate, which will adopt the plan by at least two-thirds of the members (Sec. 3).

NOTE: AN AMENDMENT TO THE CONSTITUTION REQUIRES THREE-FIFTHS APPROVAL IN EACH CHAMBER FOR PASSAGE. IT MUST THEN BE APPROVED BY A MAJORITY OF CITIZENS VOTING IN THE NEXT ELECTION TO BECOME ENACTED.

Vote to pass a joint resolution that submits a constitutional amendment to the voters that would amend the redistricting process.

Highlights:

-Requires Legislative Districts and Representative Districts to be substantially equal in population with racial minorities and language minorities afforded the opportunity to participate in the political process and elect candidates of their choice (Sec. 3). -Requires the Senate and House of Representatives, in the year following each federal census, to establish a committee to consider redistricting proposals and conduct at least 4 public hearings about the redistricting plans (Sec. 3). -Requires by February 1st of the year following each federal census, a House of Representatives Redistricting Commission will be created, consisting of 10 members with no more than five being members of the same political party (Sec. 3). -Authorizes the Speaker and Minority Leader of the House to appoint 5 persons each according to the following conditions (Sec. 3):

    -No more than 2 persons shall be Representatives; and -At least 3 persons cannot be elected officials, hold office in a political party, be employees of the General Assembly or a political party, and are immediate family members of a member in the General Assembly and/or Congress; those persons who are lobbyists.
-Requires that if a redistricting plan has not been adopted by the Supreme Court's most senior judges from each political party will appoint a person to act as Special Master to redistrict the Legislative Districts and a person to act as Special Master to redistrict the Representative Districts (Sec. 3).
