Title: Alaska Personnel Board Amendments

Vote to pass a bill that amends the structure and rules of the Alaska Personnel Board, and limits the Governor's ability to appoint members of the Board.

Highlights:
  • Limits the Governor's ability to appoint members of the Alaska Personnel Board to a list of at least 3 nominees selected by the Chief Justice of the Alaska Supreme Court, subject to the right of the Governor to request additional nominations (Sec. 1).
  • Requires the Governor, when appointing members to the Board, to ensure that the membership of the Board meets the following criteria (Sec. 1):
    • At least 1 member of the political party that had the largest number of registered voters at the time of the most recent general election at which a Governor was elected; and
    • At least 1 member of the political party that had the second largest number of registered voters at the time of the most recent general election at which a Governor was elected.
  • Increases the membership of the Board from 4 to 5 members (Sec. 1).
  • Increases the limitation on the number of Board members that are of the same political party from 2 to 3 members (Sec. 2).
  • Prohibits members of the Board, during a member's term of office, from doing any of the following (Sec. 4):
    • Hold or campaign for elective office;
    • Be an officer of a political party or political group;
    • Lobby;
    • Employ a lobbyist; or
    • Assist in Lobbying.
  • Increases the number of Board members necessary to constitute a quorum for the transaction of business from 2 to 3 members (Sec. 4).
  • Increases the number of Board members necessary for final action matters acted upon by the Board from 2 to 3 members (Sec. 4).
