Highlights:

-Requires any person responsible for the operation of any business in which horses or parts of a horse are processed and sold, exposed, or offered for sale at wholesale for human food to register with the Missouri department of agriculture and secure from the director a certificate of registration to operate each separate establishment (Sec. A). -Authorizes the director to refuse to issue a certificate of registration to any applicant if the director determines that any information provided by the applicant is false or misleading, or the business fails to comply with sanitary or wholesomeness standards, which are explicit in the Federal Meat Inspection Act (Sec. A). -Requires an annual registration fee of $50 and an annual inspection fee to be paid to the director by each applicant to be used to pay for USDA inspection of horse meat products and horse meat processing facilities (Sec. A). -Specifies that if any establishment operates in an unsanitary manner, the person responsible for the maintenance or operation will be deemed in violation of the Federal Meat Inspection Act and his or her registration to operate the establishment may be suspended or revoked (Sec. A).
