Title: State Employee Furlough Plan

Vote Smart's Synopsis:

Vote to pass a bill that requires state agencies and institutions to reduce the compensation of their employees as a result of the state's fiscal crisis.

Highlights:
-Requires that state agencies and institutions achieve a total of $10 million in compensation reductions for employees employed by general government state agencies (Sec. 2). -Requires the office of financial management to certify to each executive branch state agency and institution of higher education the compensation reduction amount to be achieved by that agency or institution (Sec. 3). -Authorizes each executive branch state agency, other than institutions of higher education, to submit to the office of financial management a compensation reduction plan to achieve the cost reductions that includes, but is not limited to (Sec. 3):
    -Employee leave without pay, including additional mandatory and voluntary temporary layoffs; -Reductions in the agency workforce; -Compensation reductions; -Reduced work hours; and -Voluntary retirement, separation, and other incentive programs.
-Requires each institution of higher education to submit to the office of financial management a compensation and operations reduction plan to achieve at least the cost reductions as provided in the omnibus appropriations act that includes, but is not limited to, the same cost reductions as an executive branch state agency (Sec. 3). -Requires the closure of agencies that fail to submit an approved compensation reduction plan on specified dates in addition to legal holidays (Sec. 3). -Requires that for each agency of the legislative branch, the chief clerk of the house of representatives and the secretary of the senate shall review and approve a plan of employee mandatory and voluntary leave (Sec. 3). -Requires that for each agency of the judicial branch, the Supreme Court shall review and approve a plan of employee mandatory and voluntary leave (Sec. 3). -Specifies the types of activities that exempt agencies and institutions from the requirements including, but not limited to, corrections, direct protective services to children, Washington state patrol investigative services, and firefighting (Sec. 3). -Authorizes an employee to use leave in lieu of temporary layoff during the 2009-2011 fiscal biennium (Sec. 10). -This is a substitute bill sponsored by the Senate Committee on Ways and Means.
