Title: Hospital Medicaid Fee

Vote to pass a bill that, beginning July 1, 2010, establishes a 1.45 percent fee on the net patient revenue of hospitals licensed in the state, and uses the proceeds to obtain federal financial participation for medical assistance payments to providers who treat Medicaid recipients.

Highlights:

-Establishes a 6 percent penalty fee for each month or fraction thereof in which a hospital has failed to pay the Medicaid fee (Sec. 1). -Exempts insurers from otherwise applicable state premium taxes (not local premium taxes) on premiums paid by Georgia residents for health insurance policies; this exemption will be effective beginning on January 1 of the calendar year immediately following the state fiscal year in which the revenue shortfall reserve is funded at the level of $500 million or more (Sec. 2). -This is a substitute bill sponsored by the Senate Committee on Finance.
