Vote to pass a bill that establishes the right of every individual in the state to choose or decline to choose any mode of securing health care services without penalty or threat of penalty, and authorizes the Governor, Speaker of the House of Representatives, and the President of the Senate to direct counsel, other than the Attorney General, to initiate legal proceedings on behalf of the state to enforce such policy.

Highlights:
-Defines "penalty" as any of the following (Sec. 1): -Civil or criminal penalty; -Tax; -Salary or wage withholding or surcharge; -Any named fee with similar effect as the aforementioned penalties. -Prohibits public officials or any employee or agent of the state from imposing, collecting, enforcing, or effectuating any of the aforementioned penalties that violate the provisions of this Act (Sec. 1). -Specifies that the provisions of this Act do not apply to the impairment of any right of contract related to the provision of lawful health care services to any person or group, or to any statutes enacted by the legislature related to workers' compensation (Sec. 1).
