-Appropriates from the Rebuild Iowa Infrastructure Fund the following amounts to their respective agencies (Sec. 1):

-Department of Administrative Services: $4.98 million; -Department of Agriculture and Land Stewardship: $50,000; -Department of the Blind: $20,000; -Department of Cultural Affairs: $100,000; -Department of Economic Development: $2.75 million; -Department of Education: $500,000; -Department of Natural Resources: $2.14 million; -Department of Public Defense: $2.3 million; -Department of Public Health: $100,000; -Iowa Finance Authority: $250,000; -State Board of Regents: $25 million; -Treasurer of State: $1.1 million; -Department of Transportation: $750,000; and -Department of Veteran's Affairs: $1 million.

-Appropriates from the Revenue Bonds Capital Fund the following amounts to their respective agencies (Sec. 6):

-Department of Administrative Services: $3 million; -Department of Agriculture and Land Stewardship: $1 million; -Department of Cultural Affairs: $2 million; -Department of Corrections: $4.7 million; -Department of Economic Development: $4 million; -Department of Natural Resources: $7 million; -State Board of Regents: $13 million; -Iowa State Fair: $2.5 million; and -Iowa Finance Authority: $2 million.

-Appropriates $130.5 million for costs associated with the building of a new Iowa State penitentiary at Fort Madison (Sec. 62). -Appropriates $2 million from the Iowa Comprehensive Petroleum Underground Storage Tank Fund for the passenger rail service revolving funds (Sec. 16). -Reduces the appropriation from the Rebuild Iowa Infrastructure Fund for the Grow Iowa Values Fund from $50 million for FY 2010-2011 to $36 million for FY 2010-2011 (Sec. 26). -Grants the Metropolitan or Regional Planning Commissions the power to "make comprehensive studies and plans for the development of the area which it serves", which will be made with consideration of the Iowa smart planning principles (Sec. 19). -Increases the appropriation amount for innovation and commercialization services from $3 million to $5.5 million (Sec. 33). -Allows the Treasurer of Iowa to issue and sell bonds in which the proceeds do no exceed $150 million for projects in the Departments of Agriculture and Land Stewardship, Economic Development, Education, Natural Resources, Transportation, the Iowa Finance Authority, the State Board of Regents, and the Treasury (Sec. 79).
