Title: Limiting Disability Benefits

Vote to concur with Senate amendments and pass a bill that establishes the Disability Lifeline Program for the purpose of distributing disability benefits, and limits eligibility for such benefits.

Highlights:

-Establishes the Disability Lifeline Program, with the purpose of (Sec. 4):

    -Providing assistance to individuals that are not eligible for federal aid assistance and who are pregnant "and in need," or are incapacitated from "gainful employment" because of physical or mental illness; and -Providing housing vouchers to homeless individuals who meet the eligibility requirements.
-Prohibits the following individuals from receiving assistance from the Disability Lifeline Program (Sec. 4):
    -Individuals who are deemed "unemployable" due to alcohol or drug addiction; -Individuals who, without "good cause," refuse or fail to cooperate in obtaining federal aid assistance; -Individuals who are already receiving federal aid assistance; and -Individuals found to be fleeing prosecution or violating terms of probation.
-Limits the amount of time an individual can receive benefits from the Disability Lifeline Program to 24 months in any 60 month period beginning September 1, 2010 (Sec. 4). -Establishes an "online opportunity portal" to provide access to available state, federal, and local services (Sec. 2). -Requires the Secretary of the Department of Social and Health Services to act as the executive branch sponsor of the online portal planning process, with the goals that include, but are not be limited to, the following (Sec. 2):
    -Identifying a solution to integrate technology systems to create a user-friendly tool for residents to apply for benefits; -Design a strategy that maximizes collaboration with community-based organizations to facilitate its use by low-income individuals and families; and -Provide access to the website at a wide array of locations, such as libraries, community colleges, and churches.
-This is a substitute bill sponsored by the House Committee on Ways and Means.
