Title: Cigarette Tax

Vote to table an amendment that imposes a tax of 1.5 cents on each cigarette made of tobacco or tobacco substitute and establishes the Youth Smoking Prevention and Cessation Fund (YSPCF) and the South Carolina Health and Prevention Fund (SCHPF). The bill directs four percent of proceeds of the cigarette tax to the YSPCF for comprehensive programs using best practices for youth smoking prevention and cessation, one percent to the Department of Agriculture for research and promotion of healthy lifestyles with food grown in the state, and the remainder to the SCHPF to meet critical health care needs, including providing Medicaid matching funds.
