Title: Deaf and Hearing-Impaired Education Promotion Programs

Vote to override a veto of a bill that requires the Department of Education to vote to establish a program and policy to promote the education of children who are deaf and hard-of-hearing.

Highlights:
  • Requires that the program and policy "recognize" the following (Sec. 1):
    • That deafness involves "the most basic of human needs," the ability to communicate with other humans;
    • That hard-of-hearing and deaf children shall have an education in which their communication mode is "respected, utilized, and developed;"
    • That hard-of-hearing and deaf children have an education involving personnel who understand "the unique nature of deafness" and who are specifically trained to work with such children;
    • That deaf and hard-of-hearing children have an education with "a sufficient number" of language mode peers;
    • That deaf and hard-of-hearing children have direct and "appropriate" access to all components of the education process;
    • That deaf and hard-of-hearing children have program in which their "unique vocational needs" are provided for; and
    • That the Department of Education shall take "such steps as necessary" to implement this bill, including the development of written and other materials, dissemination of information, and the provision of workshops, symposia, and other procedures.
