Title: Complaint Process for Race-Based Names, Logos and Mascots of Schools

Vote to pass a bill that establishes a process by which a school district resident can file a complaint related to a race-based school nickname, logo, mascot, or team name that, upon the state superintendent's approval, could result in the school board being ordered to end the use of such nickname, logo, mascot, or team name.

Highlights:

-Requires the complaint be dismissed if the State Superintendent of Education determines that the use of a race-based nickname, logo, mascot, or team name does not promote promote discrimination, pupil harassment, or stereotyping (Sec. 1). -Requires the State Superintendent of Education to order a school board to end the use of a race-based nickname, logo, mascot, or team name within 12 months if it is determined that it promotes discrimination, pupil harassment, or stereotyping (Sec. 1). -Authorizes the State Superintendent of Education to extend the deadline to end the use of a race-based nickname, logo, mascot, or team name by up to 24 months if there are "extenuating circumstances" that make the earlier deadline "impracticable" (Sec. 1). -Establishes a penalty of no less than $100 and no more than $1,000 per day on any school board that uses a race-based nickname, logo, mascot, or team name in violation of an order to cease such use (Sec. 1). -The text of this bill was replaced by a substitute amendment sponsored by AM James Soletski.
