Title: Voting Rights For Certain Felons

Vote to pass a bill that extends voting rights to certain felons.

Highlights:

-Prohibits persons convicted of any felony which includes intentional killing of a human being not done under the influence of extreme emotional disturbance, sexual conduct with a minor, sexual intercourse, deviate sexual intercourse, or bribery in an election from voting (Sec. 1). -Prohibits persons convicted of any other felony from voting until expiration of probation or final discharge from parole or maximum expiration of their sentence (Sec. 1). -Authorizes felons to have their civil rights restored by executive pardon (Sec. 1). -Requires this amendment will be given to the voters of the State of Kentucky to authorize or deny (Sec. 2).

NOTE: AN AMENDMENT TO THE CONSTITUTION REQUIRES THREE-FIFTHS APPROVAL IN EACH CHAMBER FOR PASSAGE. IT MUST THEN BE APPROVED BY A MAJORITY OF CITIZENS VOTING IN THE NEXT ELECTION TO BECOME ENACTED.
