Vote Smart's Synopsis:

Vote to pass a bill that extends the Arizona State lottery until July 1, 2035 and creates new oversight provisions.

Highlights:
-Establishes the Arizona State Lottery Commission, consisting of 5 members appointed by the Governor, which shall oversee the state lottery and adopt rules related to the following (Sec. 2):
    -The types of lottery games and game play-styles; -The method of selecting the winning tickets or shares (except for dog races, horse races, or sporting events); -The manner of payment of prizes to the holders of winning tickets or shares; -The manner in which tickets or shares are sold; -The manner in which a person 18 years or older shall become a licensed agent to sell tickets or shares, and the amount of compensation for providing the adequate availability of tickets or shares; and -Other matters that facilitate the efficient and economical operation and administration of the lottery.
-Requires the Director of the State Lottery Commission to report to the Commission, the Governor, the Speaker of the House of Representatives, and the President of the Senate on a monthly basis the total lottery revenue, prize disbursements and other expenses for the preceding month (Sec. 2). -Requires a toll-free number for "problem gambling assistance" be printed on every lottery ticket or share, and posted at every point of sale by a licensed agent (Sec. 2). -Specifies that no more than 18.5 percent of the total lottery revenues be deposited into the state lottery fund, and that no less than 50 percent of the total annual lottery revenues be deposited into the state lottery prize fund for payment of prizes (Sec. 2). -Prohibits any officer or employee of the Commission, or to any spouse, child, sibling, or parent of any officer or employee of the Commission from purchasing of a ticket or share or receiving any lottery winnings (Sec. 2). -Prohibits the payment of winnings to any person under the age of 21 (Sec. 2). -Specifies that a maximum of $23 million of the remaining funds in the state lottery fund shall be deposited into the transportation assistance fund if all previous authorized appropriations are met (Sec. 2).
