Highlights:

-Requires public defenders to consider the following when determining the eligibility of an individual (Secs. 4-5):

    -The total assets of a person shall not exceed $2,500 in total combined equity value; -The first $30,000 of the equity value of the individual's home shall be excluded; -To treat income as available to the individual to pay the costs of legal representation only if the income exceeds 115 percent at or below the poverty line; and -To treat the assets or income of the individual's spouse as the person's assets or incomes, unless the spouse was the victim of a crime the person allegedly committed.
