Vote to adopt an amendment to a substitute amendment to HJR 45 that would repeal the Troubled Asset Relief Program (TARP) on the date of enactment of the resolution.
Specifies that the national debt limit shall be lowered to correspond with TARP repayments.
NOTE: THIS IS AN AMENDMENT TO A SUBSTITUTE AMENDMENT. A SUBSTITUTE AMENDMENT REPLACES THE ENTIRE TEXT OF A PIECE OF LEGISLATION WITH A NEW TEXT.
NOTE: THIS LEGISLATION NEEDED A THREE-FIFTHS MAJORITY VOTE TO PASS.
