Highlights:
-Mandates that a school board intending to evaluate teachers by using student test results develop a teacher evaluation plan that includes the following (Sec. 3):
    -A description of the evaluation process; -Multiple criteria in addition to test results; -The rationale for using test results to evaluate teachers; and -An explanation of how the school board intends to use the evaluations to improve student academic achievement.
-Requires municipal employers to collectively bargain with regards to the development of and any changes to a teacher evaluation plan (Sec. 2).
