Highlights:

-Makes the California Water Commission an independent commission within the state government that shall focus on early action projects and measures in the Sacramento-San Joaquin Delta (Sec. 1). -Specifies that the Commission shall serve as the lead agency for implementing projects recommended by the Bay-Delta Conservation plan's final environmental impact report (Sec. 6). -Directs the Commission to identify and prioritize early action projects in order to achieve the primary goals of the Sacramento-San Joaquin Delta of restoring the Delta ecosystem and creating a more reliable water supply for the state (Sec. 6). -Requires the Commission to appoint at least one watermaster who is charged with enforcing all laws relevant to the implementation of the Bay-Delta Conservation plan (Sec. 6). -Requires the Commission to establish a per-acre-foot fee on diversions of water within the Sacramento-San Joaquin Delta watershed and a fee on any water conveyed through or around the Delta to cover the costs related to the Commission fulfilling its responsibilities (Sec. 6). -Reduces the membership of the Commission from nine to five members (Sec. 2).
