Vote to pass a bill that amends various existing statutes for the purpose of implementing 2009-2011 biennium budget, including, but not limited to, increasing fees imposed by the Department of Motor Vehicles.

Highlights:

-Increases Department of Motor Vehicle fees for driver's licenses, learner's permits and identity cards as follows (Secs. 34, 36, 38, 39, 40, 42 & 44):

    -For original 4-year driver's licenses, the issuance fee is increased from $44 to $52 and the renewal fee is increased from $43 to $52; -For original 6-year driver's licenses, the fee is increased from $66 to $78 and the renewal fee is increased from $65 to $78; and -For original driver's licenses for a part of a year, the fee is increased from $11 to $13; -For original commercial driver's licenses, the fee is increased from $15 to $19; -For the restoration of a driver's license, the fee is increased from $125 to $150; -For motor vehicle learner's permits, the fee is increased from $18 to $28; -For motorcycle learner's permits, the fee is increased from $15 to $25; and -For identity cards (non-driver's license IDs), the fee is increased from $22.50 to $29.
-Increases Department of Motor Vehicle fees for the transfer of registration of a motor vehicle as follows (Sec. 37):
    -For the transfer of vehicle registration to an immediate family member when the owner dies, the fee is increased from $20 to $25; -For the transfer of vehicle registration in connection with the organization, reorganization, dissolution, or partial liquidation of an incorporated or unincorporated business, the fee is increased from $20 to $25; and -For the transfer of vehicle registration, except when the above two highlights apply, the minimum fee is increased from $20 to $25.
-Increases Department of Motor Vehicle fees for services related to titles, including, but not limited to, the following (Sec. 46):
    -For an application for a certificate of title, the fee is increased from $25 to $30; -For an application for a duplicate title, the fee is increased from $25 to $30; -For the noting security interest on a title, the fee is increased from $10 to $15; -For an assignment of security interest on a title, the fee is increased from $10 to $15; -For a record copy search, the fee is increased from $20 to $25; and -For a certificate of DMV records search, the fee is increased from $20 to $25.
-Increases Department of Motor Vehicle fees for the registration of various passenger vehicles, including, but not limited to, the following (Secs. 36, 40 & 41):
    -For any passenger motor vehicle, the fee is increased from $75 to $85, not including the administrative fee, which is increased from $10 to $15; -For taxicabs, the fee is increased from $250 to $270; -For pick-up trucks having a gross vehicle weight rating of less than 12,500 lbs, the fee is increased from $13 to $23; -For high-mileage vehicles, the fee is increased from $44 to $54; -For electric vehicles, the fee is increased from $18 to $28; -For hearses, the fee is increased from $35 to $45; -For trucks to be used between parts of an industrial plant, the fee is increased from $28 to $38 for the first 200 feet of public highway, and from $12 to $13 for each additional 200 feet; -For motor vehicles used in part for commercial purposes, the fee is increased from $83 to $93; -For motor vehicles with a seating capacity of 10 passengers or less and that are used in part for commercial purposes but not used for the conveyance of passengers for hire, the fee is increased from $13 to $23; -For motor vehicles used for commercial purposes without pneumatic tires, the minimum fee is increased from $56 to $66; -For tractor equipment with pneumatic tires, the minimum fee is increased from $44 to $64; -For artesian well drilling equipment, the fee is increased from $46 to $66; -For vehicles equipped with a wood saw rig or spray rig, the fee is increased from $25 to $45; -For all other motor vehicles that are eligible for commercial registration, the fee is increased from $56 to $76; and -For campers, the fee is increased from $70 to $80.
-Increases Department of Motor Vehicle fees for the registration of motorcycles (Sec. 41):
    -For motorcycles without a sidecar, the biennial fee is increased from $40 to $50; -For motorcycles with a sidecar, the biennial fee is increased from $56 to $66; and -For motorcycles owned or operated by a manufacturer or dealer, the fee is increased from $35 to $45.
-Increases Department of Motor Vehicle fees for the registration of buses as follows (Sec. 41):
    -For motor buses, the fee is increased from $53 to $73; -For Type I school buses, the fee is increased from $100 to $110; -For service buses owned by a non-profit organization that has a seating capacity of 16 passengers or less, the fee is increased from $150 to $160; -For service buses owned by a non-profit organization that has a seating capacity of more than 16 passengers, the fee is increased from $500 to $510; -For service buses owned by a for-profit organization that has a seating capacity of 16 passengers or less, the fee is increased from $200 to $210; and -For service buses owned by a for-profit organization that has a seating capacity of more than 16 passengers, the fee is increased from $700 to $710.
-Increases fees imposed by the Department of Public Health as follows (Secs. 25-29):
    -For subsurface sewage disposal system installer licenses, the application fee is increased from $25 to $50 and the renewal fee is increased from $10 to $20; -For asbestos abatement site supervisor's certificates, the application and renewal fee is increased from $50 to $100; -For perfusionist licenses, the application and renewal fee is increased from $250 to $315; and -For audiologist licenses, the application and renewal fee is increased from $100 to $200.
-Increases the cigarette distributor license fee from $1,000 to $1,250 (Sec. 20). -Amends the scheduled transfer of funds from the Budget Reserve Fund to the General Fund as follows (Sec. 55):
    -For fiscal year 2009-2010, the scheduled transfer is increased from $1.62 billion to $1.68 billion; and -For fiscal year 2010-2011, the scheduled transfer is reduced from $319.7 million to $313.7 million.
