-Repeals the KidsCare Parents Program beginning September 30, 2009 (Sec. 12). -Repeals the Temporary Medical Coverage Program (Sec. 11). -Requires the Department of Economic Security to drug test adult recipients of Temporary Assistance for Needy Families if the Department has "reasonable cause" to believe that the recipient engages in the use of illegal substances beginning with fiscal year 2009-2010, and specifies that anyone who tests positive shall no longer be eligible to receive such benefits (Sec. 27). -Appropriates $4.49 million from the Health Services Licensing Fund for the Department of Health Services for assurance and licensure expenditures (Sec. 33).
