Vote to pass a substitute bill that requires two percent of all diesel sales to be biodiesel and all gasoline sold to be blended with two percent ethanol, places the Department of Agriculture in charge with setting fuel quality and fuel testing standards, and establishes the Biofuels Advisory Committee to recommend fuel content requirements.
