Vote to concur to pass a bill that makes technical corrections, regulatory changes and monetary adjustments to the 2009-2011 fiscal year budget.

Highlights:
-Authorizes the Joint Legislative Education Oversight Committee to design a plan to restructure teacher salaries based on factors such as salary competitiveness, teaching standards, and incentives for teachers to teach in high-needs subjects and to work in high-poverty, low-performing schools (Sec. 3). -States that Medicaid providers who do not comply with record retention requirements may be fined or otherwise subject to punishment, such as suspension from further participation in the Medicaid program (Sec. 5). -Provides the Department of Health and Human Services with greater flexibility in making budget reductions (Sec. 10). -Increases the General Fund operating budget by $6.85 million for fiscal year 2009-2010 and $4.22 million for fiscal year 2010-2011 (Sec. 1). -Projects that total General Fund revenue for fiscal year 2010-2011 will decrease by $6.79 million (Sec. 1). -Projects that un-appropriated revenue in the General Fund will decrease by $6.82 million in fiscal year 2009-2010 and will decrease by $11.02 million in fiscal year 2010-2011 (Sec. 1). -Effective July 1, 2009 (Sec. 23). -Contingent upon the passage of Senate Bill 202.
