Vote to pass a bill that authorizes local authorities to levy new taxes in order to fund public transportation projects.

Highlights:

-Establishes a Congestion Relief and Intermodal Transportation 21st Century Fund to be used for purposes including, but not limited to, public transportation by local governments and transportation authorities, maintenance of short line railroads, expansion of inland service and improved access to military facilities (Sec. 1). -Establishes guidelines for entities which wish to receive funding under the provisions of this act, including that they must receive the approval of all metropolitan planning organizations with jurisdiction over their area, must have approved a detailed transit plan, and must have an adequate source of funding for its anticipated costs (Sec. 1). -Enables certain counties to increase sales taxes by 0.5 percent in order to fund transportation projects, provided that voter approval is granted through a local referendum (Sec. 2). -Enables certain counties and special districts created by a transportation authority to increase sales taxes by either 0.5 or 0.25 percent in order to fund transportation projects, depending on the location of the county or district, provided that voter approval is granted through a local referendum (Sec. 2). -Allows counties within the Triangle Transit Authority (TTA) and Piedmont Authority for Regional Transportation (PART) to increase the local vehicle registration fee by up to $3.00 on or after July 1, 2010 (Sec. 3). -Authorizes a county to levy an additional property tax not in excess of ten cents on each $100 of value within a research and production service district, to be used only for public transportation (Sec. 6). -Takes effect upon becoming law (Sec. 7).
