Highlights:

-Mandates that in a school district with a concentration of at-risk pupils greater than 40 percent, contained within a municipality of 60,000 or more people, the district's board of education and the municipality's local governing body must jointly create a plan developing comprehensive after-school activities for their students (Sec. 1). -Outlines the content that plans must cover, including goals of the program, areas of impact, requirements for eligibility, qualifications of personnel, schedules of when the activities will be offered, and costs of the program (Sec. 1). -Requires school boards and local governments to present the plan at two public forums to receive community input (Sec. 1). -Authorizes local districts to levy a tax raising not more than $2 million to fund the program, provided voters in the district approve the proposed tax (Sec. 1).

NOTE: THE GOVERNOR ISSUED A CONDITIONAL VETO, MEANING HE OR SHE OBJECTS TO ONLY PART OF THE BILL AND PROPOSES AMENDMENTS THAT WOULD MAKE IT ACCEPTABLE. IF THE LEGISLATURE CONCURS WITH THE GOVERNOR'S AMENDMENTS, THE LEGISLATION IS AGAIN PRESENTED TO THE GOVERNOR FOR SIGNATURE.
