Title: Fiscal Year 2010 Budget Revisions: Education Revisions

Vote to pass a bill that revises the Budget Act of 2009 and makes appropriations relating to education.

Highlights:
-Authorizes a county superintendent of schools to determine the status of sufficient textbooks in his or her county for the 2008-09 to 2012-13 fiscal years (Sec. 1). -Mandates that the state shall only provide reimbursements to child care providers based upon a daily rate if a family which receives child care services either has an unscheduled need for six hours or more of child care, or has a documented need of six hours or more per day that does not exceed fourteen days per month (Sec. 6). -Provides that the State Allocation Board may maintain a reserve of funds for apportionments to school districts in the event of extreme hardship (Sec. 12). -Provides that, for the purpose of calculating rates of incentive pay for school districts, the 'average second period attendance' used for all fiscal years up to that of 2012-13 shall be that which was attained in the 2007-8 fiscal year (Sec.19). -Provides that the Charter School Facility Grant Program must first use the funds appropriated to it in the 2009-10 fiscal year to reimburse eligible charter schools for funds owed in the previous fiscal year before it makes any other appropriations (Sec. 22). -Provides that an eligible pupil with a disability shall not be required to pass the high school exit examination as a condition of receiving a diploma of graduation or as a condition of graduating from high school (Sec. 30). -Authorizes the governing board of each community college district to charge each student a fee of $26 per unit semester, beginning in the fall of the 2009-10 academic year (Sec. 31). -Reduces categorical funding to basic aid school districts proportionate to the revenue limit reductions implemented for non-basic aid districts (Sec. 37). -Appropriates $402 million to the Superintendent of Public Instruction for the 2009-10 fiscal year to be allocated to school sites selected to participate in the Quality Education Investment Act Program (Sec.39).
